What do I do if I Don’t Have District Lines?

We talk with a lot of campaign managers every day, and one of the things that many of them are faced with here in 2012 is the fact that they don’t have a solid idea of what their districts will look like yet.  This mostly applies to congressional campaign managers, but it can also be the case with some state legislative races as well.  What is most frequently lamented in these conversations is the fact that these managers feel as though they can’t do any voter contact until the district lines are completely solidified.  This is true, but it shouldn’t keep you from preparing for the months ahead.

What is definitely true about your situation is that, as a manager, you can’t know for certain whether certain segments of the voting populace will fall outside your new district in the coming weeks/months. However, what is equally true is that at this point, you ought to have a pretty good idea of who will likely be inside your new district.

With that in mind, there are at least two ways you can move forward:

1. You can start aggressively making volunteer voter contact calls right now.  By engaging your volunteers in yard sign collection and small dollar donor calls, and even some light advocacy, you will have a seasoned, well-trained group of volunteers who can teach others how to make voter identification calls once the lines are finalized.

OR…

2. You can line up plans for your voter identification program and be ready to launch out of the gate as soon as you know what the final district lines will look like.
